In the new Ports and Waters Act of 21.06.19, the arrival fee replaces the previous docking fee.
Motion: Established by Port of Arendal (hereafter called PA) at the harbor board 12.01.22 based on the Ports and Navigable Waters Act (hereafter called the Ports Act) issued by the Ministry of Transport and Communications on 21.06.20 coming into effect from 01.01.20.
§1. Scope
The regulation applies to the calculation and collection of arrival fees for vessels calling at a port in Arendal municipality. The definition of port appears in §3 of the Ports Act of 21.06.19.
§ 2. Fee liability, basis of calculation and amount
The arrival fee is imposed per call. A port call means a sailing in and out. In the event of several port calls in the municipal sea areas during the same 24-hour period, the fee is only charged once.
The arrival fee cover PA's costs when exercising public authority based on the Ports Act and regulations as well as the costs to facilitate safety and accessibility in the municipality's sea areas, in accordance with §36 of the Ports Act.
The arrival tax is calculated on the basis of the vessel's gross tonnage (GT) as stated in the vessel's international tonnage certificate, which is in accordance with the International Convention on Measurement of Vessels of 1969. If the vessel's GT is not stated in the tonnage certificate, the municipality based on calculation of GT for corresponding vessels determines this.
The arrival fee must be paid according to the following rates per port of call:
Minimum fee is NOK 605,-
The minimum fee applies to vessels up to 300 GT.
The maximum fee is set to NOK 11 760,-
(Ships above 10.000 GT will cost a maximum of NOK 11 760,-)
The fee for varying ship size is calculated according to the following formula:
Minimum rate NOK 605,- + NOK 1,15,- per GT above 300 GT = the ships port of call fee.
- Port of call fee is paid only once for arrival and departure. Delay in port does not entail an additional fee.
- Vessels on a fixed route are given a reduction on the rates based on the frequency of calls.
- The Port Authority delegates to the Harbor Master to decide whether a ship or company shall be admitted to discount schemes.
Exempt from the obligation to pay the port of call fee are:
a) Vessels with a maximum length of 15 meters.
b) Salvage- and icebreaking vessels in connection with salvaging and icebreaking.
c) Naval vessels, Norwegian and foreign.
d) The Coastal Authorities vessels in connection with work at sea.
e) Vessels that call at a port due to damage or emergency conditions, and the vessel does not load, unload or take aboard passengers.
§ 3. Reduction and remission
PA can, when special circumstances exist, reduce or waive the accrued port of call fee.
§ 4. Collection of port charge
Shipping companies, owners or operators at port terminals must provide information as basis for collection of the port charge.
§ 5. Obligation to pay
The ship owner and the agent are jointly liable for the arrival fee. PA can demand that the ship owner or agent provide financial security for payment of the fee, cf. §25, subsection 4 of the Ports Act.
§ 6. Complaints
Individual decisions made in accordance with these regulations can be appealed according to the provisions of the Act of 10 February 1967 on the method of processing in administrative matters. The Norwegian Coastal Administrations head office is the appeal body for decisions made by PA.
In certain cases, customers may need to rent quays and quay areas in order to use the facilities for activities related to port events. This is particularly relevant for Pollen and the quays in downtown Arendal. Remuneration is paid by agreement.
Based on the ship’s gross tonnage (GT)
A fee of NOK 4,50,- is paid per call per gross tonnage (GT), minimum NOK 49 500,- maximum NOK 107 800,- In the case of repeated calls by the same ship within the same calendar year, the shipping company is granted a 10% discount from and including the ship’s call no. 2, however not below the minimum amount.
Cruise calls that last longer than one day gets charged as above with a 25% discount per extra day.
The remuneration is full and complete payment for:
- Use of the quay, including mooring assistance and line handling boat if necessary on arrival and departure.
- ISPS, including guard duty on the quay during the entire call, ISPS washing of the quay before arrival.
- Connection of water, as well as the use of the port’s hoses and connections.
Not covered by the remuneration:
- Arrival fee according to tariff.
- Shore power.
- Water delivery, is charged according to measured and delivered quantity.
- Waste delivery, is charged according to measured and delivered quantity.
Port of Arendal, Eydehavn is a freight hub for goods in motion between sender and recipient, and long-term storage for larger and smaller units. Products and goods can be stored in the port by agreement with Port of Arendal. Products can be delivered and collected 24 hours a day. Access to the port is agreed with the port administration.
- On open areas in loading position closer than 25 meters from quay front NOK 6,60,- per m2 per day.
- On open areas outside loading position further than 25 meters from quay front NOK 3,58,- per m2 per day.
- On open, graveled areas at the rear edge of the quay NOK 360,- per m2 per year.
- In uninsulated storage / storage tents NOK 5,28,- per m2 per day.
- In insulated storage tents NOK 7,05,- per m2 per day, including light and heat.
The rent is calculated according to the actual area in use per day started.
Longer storage or permanent storage space can be agreed separately.
For empty containers going on a boat:
- 20` container NOK 33,- per day started.
- 40` container NOK 55,- per day started.
On open areas in loading position closer than 25 meters from quay front NOK 7,05,- per m2 per day started. The length of the ship multiplied by 20 meter calculates the area of use.
If products or goods are not collected, or no agreement has been entered into with Port of Arendal regarding extended storage, the products /goods can be removed by Port of Arendal, and after 3 months sold at public auction after announcement, in order to recover the outstanding balance for the port. Unclaimed products or goods that deteriorate, or that may create or cause damage may be disposed of by Port of Arendal by public auction after a shorter period than 3 months.
For temporary parking of trailers, trucks or other vehicles, which are not involved in the flow of products or goods to or from the port, Port of Arendal requires a rental per day corresponding to NOK 550,- per day started.
Rental of quay fronts at Eydehavn, and other ISPS approved terminals, for activities other than loading and unloading, can be arranged with Port of Arendal. The following rates apply without any other written agreement:
- Up to 1 month NOK 50,- per running meter per day
- Beyond 1 month by agreement with Port of Arendal
Rental of quay fronts at the quays downtown and other municipal quays, (not ISPS approved quays) is set at the following rates:
- Up to 10 days NOK 20,- per running meter per day
- Beyond 10 days by agreement with Port of Arendal
Fixed berth / mooring place at the quays downtown and other municipal piers, (not ISPS quay), for commercial vessels is agreed with the port office. The price is ordinarily NOK 20,- per running meter of ship’s length (LOA) per day.

Antique ships and ships of special historical and local interest are calculated by agreement with the port office.
Cranes shall preferentially be used for loading/unloading ships. Ships with fixed regular calls have priority. Trucks, wheel loaders and similar machines are primarily used for loading and unloading operations in the terminal area. Access to cranes, trucks, etc. must be ordered at the port office.
The client pays the tariff in force at all times, if machines are leased with crew. Overtime, holidays and similar special days must be planned for and booked as early as possible.
The client commits to operate all equipment in accordance to current regulations and user instructions. Drivers must be certified and must be able to present identification papers and certificate of competence. When renting equipment without a driver from the port, the client is responsible for any insurance deductibles in the event of equipment damage or injury caused by the driver of the rented equipment.
Port of Arendal is responsible for the cranes maneuvering. The client is responsible for ensuring that required additional equipment such as straps, wires, shackles and slings are available and certified for the lift that is to be made. Joint lifts are not permitted without prior approval. Cranes or equipment must not be used for lifts larger than what the equipment is designed for.
The client is responsible for keeping adequately trained signalman, if required, for safe operation / lift.
Port of Arendal is not, or can in no way be made liable for damage to goods or objects on board or ashore that occurs through the use of the port’s equipment on behalf of the client, or for damages or loss of time as a result of faults in the equipment.
Waiting time is a fully billable operation. Preparation of the equipment before and after the operation is to be regarded as rental time. Minimum rental time of the equipment is 1 hour. (also single lifts)
Outside of normal working hours a supplement of 1 hour is calculated, in addition to driving surcharges, diet and established tariff surcharges for the attendance of crane operator and other personnel.
* The boats design and weight has to fit the ferry berth / port of call. The port office can provide advance clearance for use.
** The shipping companies must report to Arendal Havn KF the amount of days with calls the past month. In the event of non-reporting, the number of days is determined on a discretionary basis based on sailing permits and observations. No discount or refusal is granted in the discretionary determination.
* Fishermen / boat owner must report to Arendal Havn KF the amount of calls with layover time in excess of the time for loading and unloading in the past month. In the event of non-reporting, the number of days is determined at discretion based on observations.
** Fishing boats under 25 feet will have the opportunity to rent space in municipal marinas on the same terms as ordinary tenants.
The basis for the price adjustments for 2024 in our marinas was approved by the Port Authority on December 6, 2023.

The marina fee (rent), electricity, shower, laundry machines and other services are paid through the Havneweb app on phone, computer or tablet upon arrival or by advance booking.
Havneweb for Arendal Marina will generate an access code for the facilities and ordered services. (NB. A mobile number MUST be provided with all orders and to receive a code and receipt.) All discounts require a total purchase.
Purchased electricity can be freely consumed during the paid duty period. More electricity can be purchased if needed. Unconsumed electricity, showering, washing and drying are refunded after the end of the stay/check-out. Purchased day passes and season passes for the pool are not refunded.
Pollen is considered part of the guest marina with payment for accommodation at the piers throughout the year.
The maximum payment is 10 days marina fee per calendar month. (From the first to the last of each month)
Electricity past the included amount can be purchased separately by adding a balance in Havneweb.
Internet access is included as far as capacity goes.
Obligatory for all ships that calls in Port of Arendal district. The price is NOK 575,- per day per call.
For transporters and others who needs access to the port areas, the legislation requires a valid and visible access card. Arendal Port issues such access cards to people. Price per access card is NOK 600,-
Waste fee
Obligatory for all ships that calls in the district of Arendal Port and that are subject to tax according to these regulations.
Waste deliveries are charged according to the type and amount of waste.
- Mixed / residual waste in standard 5m3 container NOK 4620,-
- Mixed / residual waste, loose delivery per m3 NOK 1500,-
All other waste is charged according to quantity delivered and the bill from the waste collector with an 8% surcharge.
Environmental waste / Hazardous waste
Hazardous waste, oil and oily waste, as well as sewage must ALWAYS be cleared in advance and reported on appropriate forms. Reception is charged according to the amount and price stated by the approved waste collector. An 8% surcharge is added for administration.
Case processing fee
Introductions of case processing fees places the costs of processing applications for measures at sea on the initiative holder.

§ 1 determines the scope of the regulation – applies within Port of Arendal and the municipality’s borders at sea.
§ 2 determines the amount of the processing fee
- NOK 3035,- for simple mooring installations.
- NOK 7050,- for other measures, piers, breakwaters, quays and the like.
- NOK 13 760,- for other applications
The fee is based on expenses directly linked to the case management, including case management time, expenses for inspections, as well as the share joint costs and equipment, divided by caseload. No processing fee can be required for complaint processing.
